الوصف الوظيفي:
Médecins du Monde-France (MdM-F) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek, at all times, to encourage close working relationships with populations in its care.

Médecins du Monde (MdM) operates across the Gaza Strip and the North West Bank, delivering essential medical and mental health services to conflict and occupation-affected populations despite severe access restrictions and an increasingly volatile security environment.

The magnitude and severity of death, destruction and extreme deprivation in the Gaza Strip have generated profound human suffering and humanitarian needs. In the West Bank, demolitions, operations by Israeli forces, settler violence and movement restrictions continue to trigger displacement and drive a range of humanitarian needs. The erosion of community resilience mechanisms has further intensified needs across all sectors.

Amid these constraints, Médecins du Monde (MdM) maintains a flexible medical and mental health response. Despite growing access restrictions, evacuation orders, and a shrinking humanitarian space forcing suspension and permanent closure, MdM continued its direct service provision in 7 Primary Healthcare Centres over the past year.

Since the Gaza ceasefire of October 2025, military escalation in the northern West Bank is expected to continue scaling-up and will led MdM to intensify its medical and mental health direct response while continuing to support the Palestinian health system despite severe and rampant access restrictions

MdM is currently looking for a qualified candidate to fill the position of Deputy FIELd Coordinator based in Nablus.

MAIN OBJECTIVE

The Deputy Field Coordinator for Programs  (Head of Program) is responsible for ensuring coherence, follow-up, and high-quality implementation of projects at Nablus base level in line with project cycle management, the do no harm principle, MdM standards and strategy, and donor requirements.

Under the line management of the Field Coordinator (Head of WB Base Office) and the functional/technical guidance of the Deputy General Coordinator for Programs, s/he ensures coordination between programme teams and technical teams (Medical and MHPSS), without replacing the relevant technical coordination lines. S/he also ensures close collaboration among programmatic, technical, advocacy, Grants/Compliance, MEAL and support teams, including security, safety and access.

S/he can be temporarily appointed as acting Field Coordinator where relevant.

Tasks and RESPONSIBILITIES
Programs leadership

Provide strong humanitarian leadership and advise the Field Coordinator and the other departments on programmatic orientations, modalities of intervention, cross‑cutting themes and new activities.
Identify and promote innovative approaches to improve programme quality, operational efficiency and accountability at base level.
Contribute to the preparation, consolidation and follow-up of key programme documents, such as base-level programme updates, action plans, project follow-up tools, concept notes, internal briefing notes, donor visit inputs, monthly situation reports (SITREP) contributions and lessons-learnt documents, in close collaboration with relevant departments at base and coordination levels.
Context analysis, needs assessment and strategic planning

Ensure close monitoring of the humanitarian situation in the areas of intervention and provide timely updates and alerts when operational or programmatic adjustments are required.
Analyse programmatic and operational risks and propose mitigation measures in coordination with the Field Coordinator, technical teams and support departments.
Be proactive in coordinating needs assessments and new programmatic developments to adjust program portfolio to existing needs and context evolution
Contribute to the definition and the roll out of the mission programmatic strategy based on prior needs and gaps analysis, actors mapping and understanding of MdM programmatic added value and mandate
Contribute to the development and the roll out of a country intervention logic, together with the project(s) of reference.
Contribute to contingency plans to ensure continuity of the humanitarian response in case of contextual changes and is proactive in the design of an emergency preparedness and response plan (EPREP) when relevant.
Oversee programs planning in close collaboration with all relevant departments (Program, technical, grants/compliance, MEAL and support teams.
Development and Reporting

In close collaboration with the Deputy General Coordinator for Programs, closely coordinate with his/her team and all other relevant departments to:

Ensure that Medical and Mental Health analysis is regularly conducted involving MdM and external data, led by the Technical Advisors and used for new proposals and advocacy purpose.
Ensure, that all needed data for the programs are timely collected and analysed for internal reporting (at least monthly) and external reporting, in a qualitative manner.
Oversees the identification of programmatic needs via the PM(s) and regularly provides the Grants with concept notes.
Oversee the elaboration, lead the consolidation and ensure sound project proposals, reports (internal/external), and amendment requests.
Actively contribute to key project cycle  management moments, including go/no-go meetings, kick-off meetings, project review meetings, close-out meetings, lessons-learnt exercises, partner reviews and evaluations. Oversees the development of technical programmatic components and the logistical, HR, and financial planning related to programming for project proposals, reports, and amendment requests.

Strengthen programme financial management by monitoring spending trends, contributing to forecasting, participating in BVA and budget follow-up meetings, identifying risks of under- or over-expenditure, and coordinating closely with Finance, Logistics and HR on procurement and resource planning.
Lead, in close collaboration with his/her team and the grants, the identification of partners (when needed) and development of healthy and complementary partnership in adequation with MdM values & principles.
Maintain regular coordination with other MdM operational Chapters’ counterparts when developing new interventions, developing programmatic alignment and synergies, and representing MdM as program lead when needed (MdM Network, donor’s meetings, etc.)
Contribute, together with the Field Coordinator, to the development of the donor portfolio, fundraising strategy and external representation.
Programs quality and documentation

Be responsible for the effective program piloting at base level, via his/her PM, especially through ensuring regular and tight collaboration amongst program, technical, MEAL, grants/compliance and support teams.
Timely report any concerns to the Field Coordinator and develop plans to mitigate any under or over expenditure
Supervise quality program implementation, in line with MdM mandate and guiding principles & timely inform the Field Coordinator of any specific difficulties and share propositions.
Ensure synergies within programs and that the different components (activities, modalities, indicators, etc.) are consistent, relevant, technically sound, perfectly integrated and in adequation with population needs
Is responsible of the overall compliance with the project cycle and implementation timelines for all projects.
Supervise the Technical Advisors and guide them in their support to the Program teams.
Take an active part in institutionalizing and disseminating knowledge; and is responsible in ensuring his/her team continuously document and archive key information.
Ensure key project cycle  meetings and milestones are conducted, including quarterly reviews, close-out meetings, lessons learnt and best practices exercises, partner reviews and evaluations.
Contribute to the evaluation schedule and methodologies for Programs, in close collaboration with the MEAL department.
Contribute to the organization / realization of internal/external evaluations and audits when requested
Is accountable for ensuring lessons learnt, best practices, recommendations and corrective measures are duly taken into consideration in current and future programming.
Ensure that his/her team puts in place adequate internal controls.

Be responsible for the recruitment of the team under her/his direct supervision, through all phases of the recruitment cycle
Carry out appraisals as per MdM standard requirements and procedures
Manage his/her team through coaching, supporting, information sharing, setting objectives, Key performance indicators monitoring actions towards activities, annual appraisal or HR development plan etc.
Identify overall capacity building needs in programs and directly conduct trainings/refreshers/coaching where necessary: project cycle management, humanitarian principles, do no harm approach, etc.
Refer his/her teams and other relevant departments to the available resources (human and methodological) available online or at Coordination level.
Supervise his/her team, ensure regular coordination, information sharing, develop a good team dynamic and take suitable action in case of problem.
Ensure communication lines of the organizational chart and among the program team are respected across the mission
Coordination and representation

Organise, at least monthly, meetings with his/her team and ensure action plans’ implementation.
Actively participate in MdM coordination meetings and any other relevant ad hoc meetings decided by the Field Coordinator, Deputy General Coordinator for Programs, etc.
Ensure effective and timely dissemination of information at base and coordination levels, including contribution to the monthly situational reports (SitRep)
Take an active role in balancing technical, programmatic and operational considerations, in close collaboration with all relevant departments at base level, and under the lead of the Field Coordinator.
Ensure regular communications are maintained between programme, technical, MEAL, Grants/Compliance and support departments engaged in successful, timely implementation of programs and act as a mediator when necessary.
Ensure that MdM Technical Advisors and program team participate in the relevant coordination meetings including in the framework of consortium/partnership.
In close collaboration with the Program Manager(s) and Field Coordinator, continuously reinforce networking and actively participate to the relevant meetings/fora/platforms with authorities, partners, etc.
Support the Field Coordinator in case of donor field visits or meetings.

Qualifications and Experience Required:

Master’s degree in international Relation or Public Health or Social Science or any other relevant field
Senior programme coordination profile, with proven experience leading and overseeing health, MHPSS and/or multi-sectoral humanitarian projects.

Demonstrated experience in managing or coordinating managers, advisors and/or technical teams, and in ensuring effective collaboration between programme, technical and support departments.
Experience with an international NGO, preferably in emergency, protracted crisis or fragile settings.
Experience in partnership management, coordination with authorities, donor relations, and/or consortium-based programming.
Experience in multi-sectoral, regional, and/or co-funded programme management.
Experience or knowledge of Palestine, the Middle East region or similar operating contexts is an asset.

Strong ability to coordinate technical, programme and support teams while maintaining clear roles, responsibilities and accountability lines.

Excellent analytical, strategic and risk-management skills, including the ability to propose practical mitigation measures and operational adjustments.
Strong writing skills for proposals, internal/external reports, briefing notes, donor updates and lessons-learnt documents.
Proven ability to solve problems, lead teams through challenging obstacles and ensure timely delivery of programme commitments.
Ability to represent programmes professionally with donors, authorities, partners and coordination platforms when delegated.
