Protection Technical Officer
CARE Palestine with support of local partners, is providing humanitarian assistance to vulnerable populations affected by the conflict in Gaza. CARE Palestine’s programmes target conflict affected populations living in collective shelters in Gaza strip. The core sectors of CARE’s work include the restoration of Water, Sanitation and Hygiene (WASH) services, shelter, protection, Sexual Reproductive and Maternal Health (SRMH) services that combines rehabilitation and equipping of Primary Health Care Facilities, family planning support, capacity building of health staff and health outreach activities. CARE programmes mainstream protection and gender in all diversities, with a focus on specific needs of women and girls, recognizing that they are disproportionately affected by disasters.
Start Date: As soon as possible
Position Location: In one of CARE’s office in WB: Jenin, Hebron and Ramallah with frequent travel to projects location.
Length of Contract: 6 months with possibility of extension depending on availability of funds, performance of the individual. The position will be full-time.
Reporting/Line Management: The Project Manager.
The Protection Technical Officer will follow the technical implementation and quality assurance of protection-related components within Women’s Protection & Livelihoods Projects in the West Bank. The role will ensure that protection, safeguarding, and gender equality principles are effectively considered and integrated across project components, including GBV prevention, SRH, and livelihoods.

Job Responsibility 1: Technical Follow up & Quality Assurance (40%)
Follow up on work planning and implementation of protection-related activities within CDCS and other relevant projects. Additionally, this person will ensure that all activities within the project comply with international protection standards and CARE’s safeguarding policies.
Provide technical guidance on content and delivery of assessment, training, activity, and application of protection mainstreaming and GBV integration across CDCS field project team and other related projects.
Conduct protection risk assessment for ongoing projects and ensure analysis of protection needs, risks, and gaps within the dynamic context.
Support the review and adaptation of protection tools, checklists, and reporting systems.
Lead capacity-development efforts for the project team, ensuring alignment with SOPs and standards for case management identification, psycho-social support (PSS), and referral mechanisms.
Develop technical work plans and track progress on protection interventions.
Conduct regular field visits to monitor quality of protection interventions and identify improvement areas.
Job Responsibility 2: Capacity Building & Technical Support (20%)
Build capacity of CARE and partner staff on protection, GBV core concepts, PSEA, and case management.
Deliver training sessions, coaching, and on-the-job mentoring.
Review and adapt technical SOPs, guidelines and tools of protection mainstreaming for livelihoods and SRH interventions within CDCS, and other relevant projects.
Job Responsibility 3: Administrative, Coordination and & Representation Support (10%)
Represent CARE in relevant protection coordination meetings, GBV/CP sub-clusters, and PSEA networks.
Participate in internal coordination meetings and external partner meetings as required
Strengthen partnerships and referral pathways with local service providers, authorities, and NGOs.
Contribute to advocacy messages and relevant communication materials.
Support relevant procurement requests (dignity kits), planning and documentation of relevant protection activities.
Job Responsibility 4: Reporting, Learning & Accountability (10%)
Ensure timely reporting of protection activities and relevant indicators. Contribute to donor and internal reports.
Track and document challenges, lessons learned, success stories and best practices to inform future programming.
Job Responsibility 5: Cross-Project Technical Focal Point (10%)
Provide technical protection support to other projects (e.g., Powered by Women, Amali) as requested.
Ensure consistency and alignment of CARE’s protection approach across programs.
Leverage existing resources between relevant different project within protection thematic area to maximize efficiency and impact.
Support the mainstreaming of protection in new proposal design and strategic planning.
Work closely with Regional Women and Girls Protection Technical Advisor, and ensure work of CARE Palestine is informed by and coordinated with regional and global CARE resources.
Qualifications:
Education/Training
Required:
Bachelor’s degree in public health, social sciences, gender studies, or related field (or equivalent combination of education and work experience).
Desired
Master’s degree in public health, development, or gender studies.
Experience/Technical Skills:
Required:
Minimum of 3 years of field experience in community-based projects, preferably in health, protection, or livelihoods sectors.
Experience in community mobilization, field coordination.
Proficiency in data collection and reporting.
Strong interpersonal and communication skills in Arabic and English.
Ability to work independently and under pressure in remote or rural areas.
Good command of Microsoft Office (Word, Excel, PowerPoint).
Valid driving license.
Desired
Previous experience with CARE or other INGOs.
Familiarity with GBV, SRH, and women’s economic empowerment programming.
Experience working in Sinjil or similar rural West Bank contexts.
