الوصف الوظيفي:MdM is a medical humanitarian NGO. Since 1980, MdM has worked independently around the world to guarantee universal and sustainable access to healthcare.
In Palestine, the objectives of the programs are to limit the medical impact of the restrictions in accessing medical care on the Palestinian population, to improve mental health and psychosocial care and to bear witness to the violations of the right to health.

MAIN RESPONSIBILITIES:
The Deputy General Coordinator in charge of Support Services (DGCSS) is responsible for the overall management of Logistics, Human Resources (HR) and Finance departments in the MdM Palestine mission. S/He coordinates the mission’s support departments’: Finance, HR and Logistic, who receive technical support from the Technical Advisors in Paris, to ensure compliance with MdM and donor procedures, national policies and legislations and budgets.
His/her main role is to ensure the deployment of MdM frameworks, policies and procedures. S/He also ensure alignment with MdM strategies and Mission policies and leads the implementation of MdM projects related to support services at mission level by integrating it into a socio-political context.

Close working collaboration with the Deputy General Coordinator for Programs and Field Coordinators part of the Palestine Coordination team
ROLES:
Coordinate the support teams and ensure their interaction with the program teams and external actors
Ensure good and appropriate resource management in the implementation of the programs
Set up collaborative spaces for inter-team coordination, such as meeting schedules, exchange capitalization processes, etc.
Ensure that all deadlines inherent to each department are met internally and externally
Ensure the coordination of support functions with external partners in the framework of consortium and/or national partnerships
Ensure that the human and material resources of the support teams are in line with the needs/requirements of the operations support
Participate in the representation with the support coordinators to national and regional authorities and partners on human resources, finance and logistics topics
Establish and monitor the application of MdM rules and general procedures in country (in terms of positions, HR policy, funding, logistics, etc.)
Advise on arbitration and supporting measures to be taken in the event of malfunctions and/or incidents.
Support the HR coordinator to lead the country’s human resources
Ensure that the Mission Organigram and allocation of HR is matching with the needs.
Ensure consistency with the local labour laws in all HR issues including staff dismissal.
Ensure that appropriate HR procedures are implemented in line with MdM HR procedures and local legislations avoiding any legal consequences.
Ensure compliance with legal and tax regulations, donor procedures and yearly audit recommendations if any.
Contribute to the briefing of new senior management team members upon their arrival, ensure application and observance of internal regulations and of humanitarian code of ethics.
Support the Finance coordinator to lead the country’s finances
Support the financial coordinator to lead the design of new budget proposals
Lead the preparation of annual budgets.
Ensure the optimization of the financial resources
Participate and guaranty monthly & quarterly budget follow up analysis. Identify, analyse and alert on any discrepancy.
Guaranty the transparency of the funds’ use
Oversee compliance with respect for local regulation, agreements and contracts.
Support the Logistics coordinator to lead the country’s logistics
Ensure that appropriate logistics procedures are maintained in accordance with MdM rules and/or donor guidelines.
Support the logistics coordinator to ensure high-quality supply chain management
Supports the logistics coordinator and the logistics teams to ensure the availability of goods and resources needed for the program implementation and security management of the teams and resources.
Contribute to the implementation of a risk prevention and management system, the reporting of complaints and abuse of authority, and the implementation of anti-corruption and anti-fraud policies
Ensure the implementation of resource control processes in the field, in close collaboration with the support coordinators and the field coordinators
Ensure that all employees are aware of the proper management of resources (knowledge of tools, compliance with procedures)
Ensure that the size of the teams allows for the segregation of duties and that all employees are well aware of their respective roles and responsibilities in the proper management of the mission's resources
Coordinate with the support coordinators to ensure the implementation of resource management procedures in accordance with MdM standards and guidelines and taking into account the legal context of the country
Identify financial and compliance risks on the mission and develop tools and policies to mitigate them
Identify potential risks of corruption, fraud at mission and base level, alert the General Coordinator and propose corrective measures
Ensure the implementation of MdM’s anti-corruption policy
Lead and/or coordinate the preparation of audits for the support services and follow up on audit recommendations at the mission level
Assist in the investigation of complaints/fraud
Facilitate the strategic contribution of the support functions to the development of the country strategy and action plan.
Participate in the coordination of the strategic exercise as a member of the country management and its translation into an annual action plan in accordance with MdM policies and guidelines
Coordinate the implementation of the mission's annual financial plan
Coordinate the definition and implementation of the mission's logistical, HR and financial strategies as well as their action plan, in line with the mission's strategy and financial plan
Ensure proper management of resources in the mission, in collaboration with the support coordinators and relevant departments at HQ
Support and accompany the Support coordinators in the elaboration and implementation of projects and coordinate their contribution during the proposal writing phases during the execution of the projects or on the occasion of donor reports
Support the Support coordinators in the development of deliverables within the agreed timeframe and resolving any issues related to these submissions
Facilitate support departments' understanding of program issues/challenges in order to achieve program objectives
Participate in budget arbitration with the coordination on proposals or amendments to the mission's projects
Manage the support coordination team and create a positive and motivating work dynamic
Organize the recruitment and integration of team members
Ensure the right size of the support teams
Train and encourage the development of the skills of the members of its team
Ensure that technical support is provided to team members
Organize and lead team meetings and individual reviews
Develop and monitor individual action plans of the team
Manage schedules, organization and ensure the proper distribution of work within the teams
Ensure the evaluations of the members of his/her team

PALESTINE CONTEXT
After 55 years of occupation in Palestine characterized with a systematic denial of Palestinian Human Rights, a continuous conflict, and several outbreaks of violence, around 2.1 million Palestinians are in need of humanitarian assistance mainly in Gaza strip, in the area C of the West-Bank (WB) and in East Jerusalem
Gaza: The escalation of hostilities since October 2023 has resulted in massive loss of life, with more than 55.000 dead and 137.000 wounded, 45% of whom are women and children. These figures reflect only part of the scale of the tragedy: behind each death lie decimated families, devastated communities and a beleaguered civilian population. Essential infrastructure, including 113 health facilities, has been largely destroyed by the Israeli strikes, compounding the constant challenge for people to access basic and emergency care.
WB & East Jerusalem: A significant upsurge in hostilities has been observed in the West Bank since October 2023. Attacks by Israeli settlers, often supported or tolerated by the Israeli security forces, have multiplied, directly targeting Palestinian communities. This violence takes the form of the destruction of homes, agricultural crops and essential goods, as well as physical attacks. Israeli military incursions into civilian areas, including refugee camps, add further pressure on already vulnerable populations. This has also led to forced displacement in some rural and urban areas.
Our activities:
With a team of over 180 staff (around 70 in West Bank and 110 in Gaza), Médecins du Monde (MdM) is carrying out several actions in Gaza and the West Bank to respond to the urgent needs of the population in this critical context:
Gaza I Primary health care & MHPSS Support
MdM provides primary health care consultations in the 6 health centers it runs in Gaza City, Khan Younes and Deir El-Balah, particularly for chronic diseases, communicable diseases, emergency first aid, sexual and reproductive health care and mental health care, in collaboration with local partners. In addition, the organization offers mental health and psychosocial support services in its centers to help people with mental health problems, including those traumatized by the conflict, including individual and group support sessions, as well as awareness-raising sessions on mental health issues.
West Bank I MHPSS Support & Primary Health Care
MdM provides mental health consultations and psychosocial support to people affected by violence from settlers and the Israeli armed forces. MdM-France, Switzerland and Spain teams cover the whole of the West Bank and East Jerusalem to respond to incidents of violence with their mobile mental health teams.
At the same time, MdM directly delivers primary healthcare in remote areas of the West Bank, where patients have little or no access to healthcare services. These areas are served by MdM's mobile clinic, which provides care for chronic diseases, communicable diseases, sexual and reproductive health and mental health.

Education and experience
Higher degree in one of the related field or project management
Previous experience in a similar position or as HQ advisor in at least of the areas of expertise, or as Field Coordinator for several years in emergency contexts and with a strong interest in support services
Strong experience in team management in a humanitarian organization, very good interpersonal skills
Experience of working in the Middle East
Knowledge of Arab or Middle East experience could be an asset
