Job Summary:

CRS is seeking a Resource Transfer Unit and Information Management Project Officer to support and monitor on all activities for CRS’ Emergency Response in the West Bank. CRS is currently implementing cash-based programs and an RTU role is integral to supporting delivery of cash in line with CRS program quality, defined and clear procedures and donors’ regulation. As an RTU Project Officer, you will support cash transfer processes, monitoring and reporting on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the RTU and Information Management team supports the program response by consistently applying best practices and constantly works towards improving the impact of its benefits to those we serve.

Roles and Key Responsibilities:

Support the coordination and implementation of all assigned systems for the transfer of assistance to project participants within the Resource Transfer Unit in line with CRS program quality principles and standards, donor requirements, and good practices.
Coordinate and work with partner staff and vendors to ensure the application of standards and application of internal standard operating procedures. Coordinate with operations and program teams to ensure the information collected serves programs needs for adaptive management, reporting, and record keeping.
Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Monitor CRS-issued cash transfers and ensure accountability in terms of tracking transactions, distributing funds to verified project participants and match records of disbursed amounts.
Plan and conduct regular field visits to the targeted communities, with a focus on financial service provider assistance points to monitor program quality and progress against implementation plans and provide technical support to partners and project participants and ensure that activities are being completed within the specified timeframe according to the technical requirements.
Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
Complete and archive project documentation for assigned cash-based activities including collecting, tracking, and analyzing data related to cash assistance distribution, including beneficiary registration, transfers, and financial reporting. Ensure data protection and confidentiality standards are maintained, especially when handling sensitive information about beneficiaries.
Support the dissemination of the CRS Safeguarding Policy & Code of Conduct and Ethics to local implementing partners, project beneficiaries, and relevant community members, including mechanisms to safely make a report or provide feedback; ensure compliance with this policy and immediately notify supervisor of any concerns.
Basic Qualifications

Bachelor’s degree.
Minimum of 2 years of work experience in project support. Experience in the field of information management and/or providing humanitarian assistance through cash and vouchers and for an NGO would be a plus.
Additional experience may substitute for some education.
Required Languages – English and Arabic fluency is required.

Travel - Must be willing and able to travel up to 30-40% across the West Bank, as needed, security

permitting.

Preferred Qualifications

Bachelor’s degree in engineering, international development, or related field.
2-4 years’ experience working in an NGO environment.
Experience in working with Area C and refugee camps within the West Bank.
Experience in participatory action planning and community engagement.
Experience monitoring projects and collecting relevant data preferred.
Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
