Assignment Title

Individual local expert is required to conduct technical assessment in order to assess solid waste management in two areas within Palestine: West Ramallah Cluster’s LAs and Qalqilya.

Assignment Objective

The main objective of this assignment is to assess the current solid waste management in two areas within Palestine: the cluster of West Ramallah and the local government of Qalqilya. The technical assessment aims to identify how to improve service levels, enhance the financial sustainability of local governments (cost efficiency, new revenues, etc.), and the environmental impact of current waste management services in the targeted areas.

Description of the target area

The targeted areas are, West Ramallah cluster’s LAs, which consists of 8 Local Authorities (Shuqba, Qibya, Shabtin, Budrus, Deir Qaddis, Ni’lin, Kharbatha Bani Harith, and Al Midya), and the municipality of Qalqilya.

We are looking for a consultant who meets the following qualifications:

Country context: The consultant deeply understands the geographic, economic, political, and social context. The consultant is locally present, can communicate in the primary local language(s), and can work effectively in diverse cultural settings and navigate cultural nuances to ensure respectful and inclusive engagement with stakeholders.
Stakeholder engagement and collaboration: the consultant has a track record in effectively engaging and collaborating with diverse stakeholders, including government agencies, private sector entities, civil society organizations, and academia.
Waste Management, Circular Economy, and Sustainability: The consultant understands relevant principles and best practices. A proven track record in waste management is advantageous.
Project Management Skills: The team leader should hold at least a Master's degree in relevant areas of expertise and have a minimum of 10 years’ experience in project implementation. The consultant has excellent research skills to analyze data and develop evidence-based recommendations. The consultant has professional writing skills in English and experience working with international organizations. The consultant can effectively manage the assignment, including planning, organizing, and coordinating activities to ensure timely delivery of outputs and adherence to the agreed timeline.

Term of Reference (ToR) will be shared with eligible candidates on Thursday 09 May 2024 with a deadline to submit the technical and financial proposal on Thursday 16 May 2024.
