الوصف الوظيفي:Data Analyst Activity Manager (+ pool of data positions)
Main Purpose
Defining, coordinating and monitoring all data related activities including data collection, analysis, reporting, monitoring and evaluation processes according to MSF protocols, standards and procedures in order to ensure quality medical care for patients and their communities and to improve the health condition of the population
Accountabilities
With the support of the Desk Epidemiologist, creating, reviewing and adapting data collection tools according to the project indicators, and coordinating the development, implementation and follow up of Standard Operating Procedures (SOPs) for documentation. Developing and implementing data quality assurance methods to ensure good performance of the activities and reliability of the information, treating with respect and confidentiality all patient information
Providing technical support to the medical team and data entry staff in the implementation of routine data recording, collection and entry for the selected project indicators in clinics and/or hospitals and/or health centers. Organizing and implementing or providing technical support in the establishment of monitoring tools for new activities as initiated in the project.
On a monthly, quarterly or basis of request, implementing detail analysis of recorder data for key indicators for the project in order to facilitate the definition, redefinition or reorientation of project activity. This will also include analysis of the district’s (MoH) cohort data, whenever available. Following the analysis, identifying and reporting any new and interesting indicators for review with the medical team for potential follow up where relevant.
Managing and supervising the work of the data team personnel for quality assurance including identification of training needs and providing coaching for the staff on issues related to data
Planning and supervising, with support of the HR department, the associated HR processes (recruitment, training/induction, evaluation, potential detection, motivation, development and internal communication) the data team in order to ensure having the appropriate team in terms of size, capabilities and skills
Participating in meetings and/or trainings as requested scheduled by manager or MSF. This includes but is not limited to MSF internal meetings and/or trainings, and local, regional, or international meetings and/or trainings
On a monthly basis and in collaboration with the medical team, preparing and submitting summary reports on analysed data for both MoH and MSF and preparing and implementing MSF internal monthly or quarterly medical data presentation, including facilitation of team reflection and sharing of updates to promote team dynamism and reactivity
Performing additional activities whenever needed and as requested by the supervisor
Context Specific Accountabilities
Project manage the full range of data-related tasks conducted in the field and coordination to ensure a coherent, comprehensive and effective data strategy is followed.
Lead transition, rollout and implementation of new core datasets and linelist data tools across all projects.
Supervise data management so that all projects are accurately represented in MSF intersectional and UN Health Cluster databases and dashboards
Conduct regular review meetings with field and coordination colleagues to optimise collected data and provide information for action.
Provide troubleshooting support across all data collection methods and tools for all projects.
Identify and detail problems, devise and implement data solutions that are robust, flexible and sustainable in volatile, fast-changing and often resource limited context.
Conduct descriptive analysis of collected data and provide intelligence in a timely way to inform medical and operational decision making and advocacy efforts.
Oversee regular reporting, monitoring and development of data visualization platforms, ensuring standardisation, data quality and completeness.
Provide mentorship and skills transfer to Data Supervisors and ensure that regular training of data teams within projects is being undertaken to maintain data quality.
Ensure MSF and national medical data protection policies are followed

Essential
Bachelor’s degree in Epidemiology, Medical Statistics, Public Health, or similar specialism
Bachelor’s degree in Data Science, Data Analytics, Statistics with emphasis on health data
Desirable
Master's degree in any of the above disciplines
Experience
Essential
Minimum of five (5) years’ experience in data collection, management, quality assurance and analysis, ideally of multi-source and complex data systems
Proven track record in troubleshooting and problem solving across multiple data sources.
Expert level capacity with excel – syntax writing, macros, pivot tables etc
Experience leading roll out implementation of new data approaches and systems
Experience in developing and delivering training in basic and intermediate data skills
Experience in presenting analysis to technical and non-technical audiences, both written and verbally.
Desirable
Experience leading and developing multi-faceted health system data flows and tools across a range of platforms
Skill and experience with statistical programs such as Stata, R,
Working knowledge of Power BI, DHIS2, simple relational databases
Direct work experience with MSF or other NGOs.

IT IS MANDAORTY TO BE PERSONALLY PRESENT IN DUTY STATION OFFICE IN JERUSALEM , ON DAILY BASIS IN ALL WOKRING WEEK DAYS; SUNDAY -THURSDAY WITHIN THE OFFICE WORKING HOURS; 08:00- 16:30, WITH POSSESING ALL THE REQUIRED LEGAL DOCUEMNTS /AUTHORIZATIONS.
